Belgian e-ID card project
One of the major references is the contract with the Belgian federal government for the production of the new Belgian electronic identity card. We, and our team, acted in this project as project manager, designer, and architect of the security of the communication network connecting the Belgian municipalities and the National Register, and the Certification services run on the e-ID CA factory and in collaboration the electronic ID smart cards services provider.

Brussels Order of French Lawyers, Belgian National Federation of Notaries & European Commission
For all these prestigious customers, we managed E-Trust to provide customised Certification Services allowing them to benefit from dedicated certificate profiles, and customised issuing procedures in which they can take an active part as Registration Authority.

e-Government solutions
We established Certipost E-Trust as an authorised supplier of (qualified) digital signatures allowing owners to access to Belgian Federal Service Finance and National Social Security e-government applications requiring implementation of digital signatures (such as Dimona, DMFA, Intervat, FinProf, NCTS, etc.).

Carenet network – Healthcare
In the healthcare sector, we were at the origin of the provision of the secure communication software for the Carenet network underlying all automated electronic communications between Belgian hospitals and Belgian Insurance Organisations.

Dematerialisation
In this area, we have driven the complete realisation of the Certipost Electronic Registered Mail service and the eBidding platform together with EBP and Belgacom.

Consulting for EUROCONTROL
As SEALED, we were contracted by this international organisation to assist in the realization of their PKI services requirements study, in writing the subsequent RFP and in selecting the supplier.

LuxTrust s.a. (LU)
As Certipost's direction sponsor and senior consultant, we conducted the study aiming to identify the possibilities to create, in the Grand-Duchy of Luxembourg, a certification services centre that complies with the specific needs of both public and private sectors related to the e-identity provisioning, securing of information exchanges, electronic commerce and electronic signature.
As SEALED, we were contracted by the government of the Grand-Duchy of Luxembourg and by LuxTrust s.a. to assits in the realization of the LuxTrust PKI RFP (covering the specifications for the provision of the ICAO compliant PKI services for Machine Readable Travel Documents offering ICC Read-Only Access (i.e. electronic and biometric passports) and of Qualified and Normalised level certification services, as well as smart cards and centralised signing/authenticating servers, and the associated drivers and middleware). SEALED also produced several key related deliverables such as the LuxTrust Certification Practices.

ePassport PKI design for several EU Member States
SEALED provides consulting services and assistance to the design, RFP requirements and set-up of BAC & EAC ePassport PKI services for two European and one non-European countries.

Trusted Lists consultancy (DG MARKT, DG DIGIT - from 2011)
Together with its partners (Universitat Politècnica de Catalunya - UPC, Barcelona, Spain and 3xA Security AB, Sweden), SEALED is assisting the EC with regards to the analysis of EU Member States Trusted Lists (TLs) and to the monitoring of the developments and enhancements of the TLManager software and the DSS signature creation and verification software (currently maintained as CEF eSignature Building Blocks).

IAS-2 - Study to support implementation of a Pan-European framework on electronic identification and trust services for electronic transactions in the internal market (IAS 2) (DG INFSO - 2013-2015)
Together with its partners (time.lex, PwC, Studio Notarile Genghini, Security4Biz, Nick Pope and DLA Piper, main contractor), SEALED is collaborating to a study financed by the European Commission, aiming to

  • Monitor the take-up of electronic identification and trust services in Europe including e-signatures.
  • Provide legal and technical input (including standardisation) to devise the foreseen secondary legislation of the Commission proposal for the Regulation EU n°910 / 2014 on electronic identification and trust services for electronic transactions in the internal market.
  • Propose a communication and awareness raising activities to promote the uptake of trust services in EU.

IAS-1 - Study on an electronic identification, authentication and signature policy (IAS) (DG INFSO - 2011-2012)
Together with its partners (time.lex, PwC, Studio Notarile Genghini, and DLA Piper, main contractor), SEALED collaborated to a study financed by the European Commission, aiming to study the feasibility of a comprehensive EU legal framework for identification-related electronic credentials required to secure electronic transactions (including ancillary services). The work was undertaken in the form of four tasks with several accompanying deliverables, which may serve as building blocks for future Regulation on electronic identification and trust services for electronic transactions in the internal market. CROBIES - Cross-Border Interoperability of eSignatures (DG INFSO - 2008-2010)
SEALED, together with Siemens and time.lex, conducted for the European Commission a study aiming to propose solutions to remove barriers to cross-border interoperability of qualified electronic signatures and advanced electronic signatures based on qualified certificates. CROBIES is based on and takes into account the relevant provisions of Directive 1999/93/EC and their national implementations as well as the standardisation work based on the Directive.
The Commission launched the CROBIES study (Cross-border interoperability of electronic signatures) in support of the Action Plan on e-signature and e-identification. The study kicked off in August 2008 and ended in June 2010.
The objective of the study was to analyse the requirements for e-signatures in terms of cross border use and to establish a general strategy for cross border interoperability of qualified electronic signatures and advanced electronic signature based on qualified certificates within the existing legal framework set by Directive 1999/93/EC.
Nonetheless, CROBIES also suggested improvements at legal, technical and trust levels. CROBIES also focused on quick wins that could substantially improve the interoperability of electronic signatures (ex. the trusted list) and contributed to define the terms of mandate M460 issued by the European Commission to the European Standardisation Organisations electronic signatures.

European Commission Study on the set-up of Electronic Signature Service Infrastructure (ESSI) (DIGIT - 2007/2008-2009-2010)
Consulting activity for the Directorate Informatics (DIGIT) regarding:

  • Collection of the common requirements regarding the use of electronic signatures within the European Commission in its move towards eCommission. These requirements were collected from the various EC internal stakeholder projects, assessed and summarised in minimum common requirements.
  • Definition of the ESSI conceptual framework on both aspects of PKI certification and related services (including timestamping and long term archiving aspects) and on the required centralized eSignature creation and validation services. Synergies with eIDM projects were ensured.
  • Establishment of the detailed specifications for the ESSI Platform regarding the required centralized eSignature creation and validation services.
  • Advices for the eProcurement process and refinement of the specifications.
This work has been done in close collaboration with Benjamin Voiturier (KONEX).

Study on the standardisation aspects of eSignatures (DG INFSO - 2007)
SEALED conducted a study on the standardisation aspects of eSignatures together with DLA Piper and Across communications.
Based on the effective use of eSignatures and related EU standards, this study analysed the "legal requirements / standardisation" model proposed by the Directive and provided the information and assessment needed for a possible review of the needs for standardisation in this context and to design new standardisation tasks that will serve in future to establishing trust in e-transactions/e-services.
Recommendations have been made in terms of legal, standardization and marketing tasks, as well as quick-wins for the effective mutual recognition of Qualified Electronic Signatures.

The results of the study have been presented during the European Commission Workshop "Towards interoperability and mutual recognition of eSignatures" held in Brussels on the 12th of December 2007.

Study on User identification and authentication methods in e-payments (DG MARKT - 2007)
Consulting for the DG MARKT in order to provide a study on a User identification and authentication methods in e-payments. In particular, the market evolution and new perspectives around such techniques, was at the heart of the study. This work has been performed as a sub-contractor of Siemens and in close collaboration with time.lex partner Hans Graux and with Marijke De Soete (Security4Biz).
